Mohamed Sheick Kargbo
Mohamed Sheick Kargbo is a seasoned public administrator whose career spans key leadership roles across Sierra Leone’s civil service. He holds a Bachelor of Arts (Honours) in Political Science from Fourah Bay College, University of Sierra Leone, and a Master’s degree in Development Studies from Ryukoku University in Kyoto, Japan. He has also earned several professional certificates in local government administration, development management, procurement management, and international relations and diplomacy.
Mr. Kargbo began his public service journey as an Administrative Officer Cadet and was first posted to the Ministry of Local Government under Provincial Administration. He went on to serve in a range of district and provincial leadership positions, including Assistant District Officer in Port Loko District, Chief Administrator of the Port Loko District Council, Senior District Officer in both Kenema and Bombali Districts, and later Provincial Secretary for the Eastern Province based in Kenema.
His portfolio broadened further when he joined the Ministry of Foreign Affairs and International Cooperation, where he served as Deputy Secretary and subsequently as Director of the Directorate of Middle East and Asia.
From there, he returned to the mainstream administration of the civil service, and later took on senior leadership roles as Permanent Secretary in the Ministry of Internal Affairs, followed by the Ministry of Environment and Climate Change.
Mr. Kargbo now serves as the Permanent Secretary at the Ministry of Technical and Higher Education. In this capacity, he is the administrative head and vote controller of the ministry. He oversees day-to-day operations, manages the ministry’s financial and human resources, and ensures effective coordination across its directorates and units. His career reflects a steady commitment to public service, institutional strengthening, and national development.
